BEM-ECP Safety, Health and Environmental Excellence Award (BESHEXA) 2026


BEM - ECP Safety, Health and Environmental Excellence Award (BESHEXA) is a bi-annual award presented to Engineering Consultancy Practices (ECPs) in Malaysia that demonstrate proven excellence in Safety & Health and Environmental (SHE) performance. The award also acknowledges consistency, diligence, and resilience in fostering a strong SHE culture within the workplace.

BESHEXA further supports the aspiration of achieving high standards in safety, health, and environmental management through compliance with:

  • ISO 45001:2018 (Occupational Health and Safety Management System), and
  • ISO 14001:2015 (Environmental Management System)

Objectives

  1. To provide an independent and professional evaluation platform for benchmarking organisational commitment, management, and performance in SHE.

  2. To promote the sharing of current SHE knowledge and best practices among ECPs and the industry.

  3. To recognise outstanding, SHE achievements of participating organisations as exemplary models for others to emulate, particularly in cultivating a strong SHE cultures in the workplace.

  4. To demonstrate BEM-ECP's commitment in supporting government initiatives to enhance the effectiveness of SHE management implementation, leading to improved productivity and a safer, healthier workforce.

Evaluation Process

The evaluation criteria listed in order of priority, together with the corresponding marks

  1. Invitations to participate in BESHEXA are extended to ECP members via the official website

  2. The BESHEXA Guidelines are provided to all candidates as a reference for participation.

  3. Candidates are required to prepare an executive report, supporting evidence documents, and video submissions in accordance with the Evaluation and Scoring Criteria.

  4. All documentation and videos shall be duly submitted to the BESHEXA Secretariat to facilitate the assessment process by the panel of judges, including report review and, where necessary, on-site verification.



Participation Procedures

Each entry shall comply with the following requirements:


  1. Nominations shall be submitted using the prescribed participation form available on the BEM system.

  2. Candidates shall comply with the conditions of participation.

  3. ECPs that meet the eligibility conditions will be evaluated based on the applicable criteria.

  4. Shortlisted ECPs shall be required to present or interview online to the panel of judges for verification purposes.

Conditions of Participation

  1. The organization shall be registered as an ECP.

  2. The organization shall implement and practice SHE principles in the office environment and incorporate them into service delivery.

  3. The organization shall have an established SHE Committee within the workplace.

  4. The decision of the judging panel and BESHEXA Committee shall be final.



Nomination Evaluation & Selection Process

First Stage (Initial Screening)

Nominations for the award shall be based on executive report, video and supporting evidence officially submitted to the BESHEXA Secretariat. A preliminary assessment shall be conducted by the Preliminary Assessment Team (PAT) prior to submission to the panel of judges.

The PAT to do the preliminary assessment for all the submissions made to ensure it fulfil the award's requirement for BESHEXA's judges to make evaluation and decision.

The panel of judges shall evaluate and score all submissions based on the criteria.


Final Stage (Evaluating)

  1. Shortlisted entries shall be invited to deliver a presentation to demonstrate their level of understanding and implementation of SHE within the organization.

  2. The panel of judges shall consolidate all scores and determine the final assessment results.

  3. The evaluation findings and final scores shall be presented to the BEM Award Task Force for review

  4. The selected winners shall be submitted to BEM for final approval.

  5. 5. The award presentation ceremony for the winner will be held on 1 December 2026 conjunction with National Technical Professionals Day (HPTN) in Sarawak..
